This first Strategic Plan articulates the shared Vision, Mission, Core Functions, Policy Priorities, Strategic Objectives and Resource requirements of the Micro and Small Enterprises Authority for the years 2013-2017. In developing this Strategic Plan, we have recognized the Authority’s strengths, weaknesses, opportunities and threats. Similarly, MSEA has been able to fully appreciate some of the underlying challenges facing the sector. In realizing its Vision and Mission, the Authority is guided by its mandate, key result areas and
strategic objectives which also take into consideration the environment under which the Authority operates.
To actualize the strategies and activities outlined in this document, the Authority shall continue to engage key stakeholders. Our collective undertaking is to re-dedicate ourselves to the important task of successfully implementing this Strategic Plan. The operational processes will be reviewed continuously to provide any necessary strategic adjustments.
The formulation of this Strategic Plan was made possible through the contributions and consultations with our stakeholders. The Board of Directors and Management constituted themselves to the Strategic Planning Committee. They played a major coordinating role and generated valuable information. We profoundly acknowledge the professional input provided by the Kenya School of Government Consultants; Mr. Mathew Malinda, and Mr. Humphrey Mokaya for the strategic oversight throughout the formulation process.

KENYA YOUTH EMPLOYMENT AND OPPORTUNITIES PROJECT (KYEOP) PROJECT IMPLEMENTATION UNIT (PIU)
The Government of Kenya has received financing from the International Development Association (IDA) to finance the Kenya Youth Employment and Opportunities Project (KYEOP). The Kenya Youth Employment and Opportunities Project is a Government of Kenya Project funded and implemented in collaboration with the World Bank. The project aims at increasing employment and earnings opportunities for targeted youths by providing training, business financing and relevant labour market information.
The main beneficiaries of the proposed project will be youth between 16 and 29 years of age, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs. The level of education of targeted beneficiaries will be up to Form 4. At the same time the project will support catalytic interventions for job creators who will in turn create jobs for the primary beneficiaries.
Micro and Small Enterprises Authority (MSEA) is implementing Component 2 which deals with "Support for Job creation". For the Project to be effectively implemented, the Authority wishes to recruit one (1) Non-Technical Support Staff, whose Terms of Reference (TORs) are annexed below.

MSEA plans to:-
- Formulate and review integrated policies and programmes to address vertical graduation of MSEs to address the phenomenon of the “missing middle” in the MSE sector.
- Formulate mechanisms for Coordinating and harmonizing various public and private sector players and initiatives to facilitate integration
- Develop and implement an integrated Monitoring and Evaluation System of MSE’s policies, programmes and activities.
- Coordinate policies for identification and protection of innovations for Commercialization.
- Adopt and domesticate global best practices to rejuvenate the sector.
