Enterprise Development is one of the major components of the Ministry of Industry,Trade and Co-operatives.

The government takes into cognizance the important role played by the Micro and Small Enterprises in Kenya’s social-economic development and provide one of the most significant sources of employment, income generation and poverty alleviation. The sector plays a direct role towards the realization of Kenya Vision 2030 and other National Goals. Despite the significant role played by the sector, it continues to experience many constraints that have inhibited the realization of its full potential. It is for this reason that MSEA was established with a very clear mandate of promoting, developing and regulating the Sector. The Ministry will facilitate the Authority by providing goodwill, financial and appropriate policy and legal framework.

The Ministry will also encourage youths and vulnerable groups to participate in MSE sector. In addressing the financial constrains facing the youth and women particularly the challenge of startup capital, Commercial Banks and Micro Finance Institutions (MFIs) will be encouraged to enhance lending to MSEs at fair interest rates. The Ministry will support the establishment of resource mobilization schemes and encourage the primary level associations to mobilize savings. Most important will be the establishment of a special Fund to provide affordable capital.

The Ministry recognizes that the growth of the MSE sector depends on the existence of a vibrant market for the MSE products. To ensure that the MSE products are competitive in both local and international markets, measures will be put in place to improve product design and development.

In view of the role played by the MSE sector in employment creation in the country, the government will put in place measures to ensure safe working environment for the MSE operators. Existing MSE infrastructure will also be upgraded and additional ones developed. The intervention will include construction of MSE work sites, Industrial parks and Centers of Excellence. 

In all, the Ministry would like to shift the thinking of the stakeholder from the concept of poverty reduction and for that matter, poverty eradication to wealth creation and an approach which will not only handle poverty but it will move up growth and sustainability.

About Us

The Micro and Small Enterprise Authority (MSEA) is a new state corporation established under the Micro and Small Enterprise Act No. 55 of 2012. The Act was developed through a stakeholder’s consultation process which took several years. The Authority is now domiciled in the Ministry of Industrialization and Enterprise Development.
